However, JCS denounced North Korea’s SLCM launch as ‘premature’ and ‘early-stage’, adding that Pyongyang would have exaggerated the significance of such weapon system only to threat its neighboring South and Washington.

NCM provides a unique operational capability, with very long range high-precision strike against politically/military sensitive targets. Known as MdCN in French, the missile offers France a sovereign power projection capacity.
The advantage that the submarines have over guided-missile destroyers and cruisers is the ability to remain undetected and launch while submerged. Tomahawk was deployed on US Navy attack submarines beginning in 1983, originally in LACM and ASCM versions, but the ASCM version was withdrawn in the 1990s. Congress will be instrumental in the Department of Defense finding the sweet spot among requirements, costs, and operations. Analysis has been done to show that the SLCM-N’s contribution to nuclear deterrence can be made at these shorter ranges. Interestingly, Tehran is eyeing a stealthy submarine launch capability of its own. Since at least 2019, the Iranian national navy has been developing and testing a canister-based system for launching Nasr antiship missiles from submarine torpedo tubes; these missiles now have a reported range of around 100 km.
Successfully launched by the USS George Washington, this missile was a revolutionary development because it allowed a boomer, another name for a ballistic missile submarine, to remain submerged. Subsequent missiles have all been refinements of the same basic design, invisible and unstoppable. Submarines couldn't always launch airborne missiles from under the sea, of course. During both World Wars, submarines were armed with torpedoes and deck-mounted guns—heavy cannons for engaging surface ships and lighter anti-aircraft weapons. Mine-laying submarines also terrorized the sea in the first half of the 20th century.

South Korea’s military said the submarine unveiled by North Korea in September, the “Hero Kim Kun Ok,” did not look ready for operational duty and suggested the North was exaggerating its capabilities. The North announced the launch as South Korea and the United States were beginning an 11-day joint military exercise on Monday.
